Why Symbol I must down?

My Operating System Is Windows 2000 2195

Service Pack 4,Run 'winver' display it.
I has downed Debug Symbol files For Service Pack 4 on www.microsoft.com
but when i use softice bpx functions in ntoskrnl.exe module ,It bpx a wrong
address,Why it Happen? Is the Symbol File wrong?
