Old games on Windows XP (Railroad Tycoon II)

Is there a way to play old games (windows 98/95 compatible) on XP? When I
try to run Railroad Tycoon II, it comes up with the error message: "Sorry,
not supported on Windows NT". I've tried it in compatibility mode for 98 and
95, but neither works (actually, I've never had any luck with compatibility
mode...) It's not a DOS game, so no luck trying DOSbox either.

You'll need a copy of Windows 98SE as well.

Run Win98SE virtually, the virtual video should be adiquate enough to run
Railroad Tycoon II.

FYI, Sid Meiers made a great follow up to this game called "Railroads", and
it runs in Vista.
