The font I am looking for is located here

http://www.cac.ca.gov/images/download-artplate-cmyk.tif

or something close to it. It's the California in the California license
plate

Jim,
I believe it is Rage Italic:
http://www.myfonts.com/fonts/linotype/rage-italic/
carefully kerned with the second 'i' and 'a' modified.

Thanks! Thanks! Thanks! That's it, I looked for hours! Even better I
started to purchase it and for some reason it was already installed
on my system. Only found it after downloading a tool to view all fonts
installed.

Free&Easy Font Viewer, basically just dumps the fonts to the screen for
inspection.

I should add that the Sourceforge viewer lets you view fonts in a
folder, they don't have to be installed. That's important if you have a
lot of fonts.
