at the same time your cable internet is connected to your coaxial cable

Ethernet connection refers to a network card. Maybe the person meant to
say they would discount the internal "network" card. It could be that they
will install their own brand of network card so that all their customers
have the same card and they know how to troubleshoot it/support it.

Ethernet uses RJ-45 connection that is similar looking to phone connection
which is RJ-11. RJ-45 is a little bigger and has max 8 cables vs. RJ-45
has either 2 or 4 cables.

It depends. Cable modems can be connected to your computer either via USB
or Ethernet. Depends on the model.

I have cable also through the only provider in my city (Weston, FL, US) and
experience downtime about once every 3 months that lasts about 1-3 hours.

I'm not sure what would happen to your phone service during a cable outage
since I have my phone service through the regular (BellSouth) phone
company. But I think your cable provider is simply reselling the local
regular phone company service but billing you. That is what happens in our
area.

Cable guy must be smokin' something.

My wife has an XP lashup from her employer and has exactly this config.
(I personally use a paper fax because when I must use the fax it is
literally to create a true paper trail for comps, copy approvals,
contracts, etc.).
