Mouse scroll wheel only works in half of applications

Does anyone know much about mouse scroll wheels? I've just bought a Targus PAUM007 cordless optical mouse, with 5 butttons and a scroll wheel.

If I don't install a driver, or use the logitech driver from my old mouse, the scroll wheel works fine but I can't program or use the 4th and 5th buttons.

If I install the driver that came with the Targus mouse, I get all the buttons working and programmable, but the scroll wheel only works in certain programs. It does nothing in Opera, or the add/remove programs control panel of XP. It does work in Wordpad, Internet Explorer, and Windows Explorer. Why are different programs behaving differently?

Been there - it's version 1.0 - the same as on the CD.
