Must reboot for USB device to be recognized

I did a search for topics but found none that was specific to my
problem. Sorry if this topic is already there.
My problem is that my windows XP running on an acer laptop doesnot
recognize any usb device (even those that are digitally signed by
windows). Everytime I have to reboot the system for XP to recognize the
device. I also checked the services and I see that Plug and Play
service is enabled. I tried a repair install twice and yet I cannot get
it right. Has anyone experienced similar problems?

properly, it's a well known problem. Microsoft has a solution and there are
at least a dozen more. One may work or none of them.

there could be some problem with the drivers, try this.
when it doesnot recognise the device, go to device manager and see the

USB Root hub, If the device is not recognised, remove all the USB root
hubs and click the Action menu and click "Scan for hardware", now it
should redetect all the USB root hubs and the device connected to it.
