I don't have the solution but i I suspect is not a hardware problem. I have
exactly the same problem with 2 different USB to serial converters connecting
an scale sending continuously data to the PC. In my case the problem is in
Windows XP but not in W2000.
I'm very interested in a solution too.

In the device manager, under the energy management of the USB, you can
uncheck the "Allow Windows to shutdown the device when unused" (or
similar, my OS is in spanish).

The problem is that the communication is broken while is working. Then if
you close and reopen the port some times the communication is restored but
sometimes not, and is necessary to restart the pc.
