Two problems-related?

I have 2 problems, believe they are possibly related:
Dual boot system: Win ME and Win XP Pro. Both updated to SP2.

(1) In Windows Explorer, I tried to make an XP boot disk by copying files to a floppy disk. Would not complete, error message: "The request could not be performed because of an I/O Device error". Performed registry edits as per KB811840 http//:support.microsoft.com/kb/811840/EN-US to change PromoteLimit Value for the Transition from C2 to C3 Power States. Still does not work. Checked Reg key values and are as per KB article. Booted to ME and tried same. Worked fine. Checked registry under ME, HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\ControlsFolders\PowerCfg\ProcessorPolic ies branch does not exist.
Was able to copy to floppy prior to yesterday.

(2) Yesterday, ran JetDefrag (after Disk Fixer) on XP partition (no other) using Fix-It Utilities 4.0. Prior to starting, changed Power Options to "Always On". Disabled all other programs including McAfee. HD was a bit messed up but defrag took 19 hours for a 30GB HD partition (a little long?). When completed, tried to reboot using Start | Shut Down. System hung. Invoked Task Manager and tried to shut down using Shutdown radio button. Same result. Powered off shutdown. Changed Power Option to Home/Desk, only difference I can see is Monitor Shutdown changes to 20 mins from Always On. System now shuts down with both Start and Task Manager choices.

Questions:
(1) How to fix I/O Device error?
(2) How to change Power Options so that Always On still lets me shut down?
(3) Could these problems be related or just coincidence?
