Win xp restarts on shutdown

When I select shutdown in the windows turn off window, the computer starts a
shutdown procedure and seems to complete it , then is sits blank for a few
seconds and then restarts. If I try shutdown again it usually completes. How
do I find out what is going on ? ? ? ?

I forgot to mention, I just reinstalled Windows XP Home due to another
problem, including all updates and most of my old software.

I would reinstall the last service pak that seems to fix our issues weve
encountered with that issue.
