Windowsxp boot image faded on boot, gets stuck, have to push reset to boot again

Odd behavior from my computer. Push button to start computer, goes through
the process until it gets to the "Windowsxp" screen with the multicolored
letters and the little bouncing back and forth blue progress thing and the
monitor is faded with this image and then it gets stuck there. I have to
push reset and then it boots up but stops at the screen where it ask you to
boot safe, normally etc and gives 30 seconds to decide. Any ideas? Don't
think it is the monitor, maybe the video card or motherboard.

I'd start with the power supply and the video card.

Testing hardware failures often involves swapping out suspected parts
with known-good parts. If you can't do the testing yourself and/or are
uncomfortable opening your computer, take the machine to a professional
computer repair shop (not your local equivalent of BigStoreUSA).
