Access denied when opening folder in Windows Explorer

Using Windows Explorer, I can access sub-folders in the left "Folders" pane,
but if I double click on a subfolder icon in the righthand pane, I am told
access denied!
Also if I create a shortcut to a folder on the desktop, double clicking on
the shortcut icon gives the same problem.
Right-clicking the folder icon gives Explore as the highlighted (default)
option, but this does not work.
I have tried changing the default action for the Folder (in Filetypes under
Tools|Folder Options) to Explore or also Open but neither has the desired
effect.

I am logged on with Admin privileges, and using XPHomeSP2.
