- Cannot Access Device Manager in SafeMode

Error
"MMC cannot open the file C:\Windows\System32\Devmgmt.msc this may be
because the file does not exist, is not an MMC console, or was created by a
later version of MMC, This may also be because you do not have sufficient
access rights to the file."
This error message comes up no matter how I try do open device manager.
Wether through control panel, my computer properties or from thr run line
typing devmgnt.msc.
I know I have suffient rights and I am able to access device manager in
normal windows xp
Has anybody seen this before and do you have any suggestions?
