Cannot access drives

I have a computer in which all of the drives used to work fine, now when I
try to access the floppy drive it says “drive inaccessible. Incorrect
function “

If I try and access my flash drive it gives me the same message

I cannot access the CD Rom, the CD spins up and if you right click on it and
look at information it knows there is a disk in there and even what is on the
disk, but if you look at it in explorer it shows as though there is nothing
in there.

I have installed a second hard drive, but in computer management I cannot
format the drive it says “format failed / cannot be completed” (something
like that)

I know the drives all work and I have done a full virus scan so I know the
system is clean

If I boot with a boot disk the floppy works fine and I can read the contents
of floppy disks

By the way, the C drive works fine and my second hard drive lets me create a
folder on it, but if I want to put the swap file on it, it will not let me.

My system is Windows XP SP2

Any ideas would be gratefully appreciated
