- cannot Download files or open email attachments

Email - using Outlook express.
Hello,
Back in February, out of the blue, my computer stopped allowing me to open
email attachments. Photos, word doc, etc etc. When double clicking on the
attachments nothing happens. No errors no warnings etc.
About the same time as above I noticed that whenever I tried to download
anything from the internet, a driver update etc, it seem to go through the
downloading process ok. However, when I looked into the destination folder
on my hard drive, there is nothing there. I can right click and save
pictures off the net etc, but not can't down load a small program.
I have checked firewall setting, to make sure downloads are enabled, I have
checked the activeX setting are enable, I have changed Outlook express
setting so that it will open attachments 'even if they may contain virus's
etc.' Still no joy.
I have tried a 'system restore' to as near a date as posible to that when
the problems were first noted. Unfortunately it fails and asks me to select
another date. Unfortunately it doesn't allow me to go to a date earlioer
than February either.
Virus scanner is up to date and recently scanned. only finding a few adwares
etc. Nothing of high risk!
As ever, any help/advice which can be offered would be most appreciated.

Rightclick the IE (Internet Explorer) icon on desktop, then Properties.
Click the security tab and check your Security settings, they may be
set too high. Try one click lower and see if that works. If that does
now accomplish it, you may need to check your firewall settings under
the Control Panel>Security Center.

Thanks for your Reply and suggestions!
I noted that I had both Mcafee and windows firewalls turned on. So I've
tried turing off one and both, firewalls still without any luck.
Like wise I have tried reducing the level of security applied, still no luck!
I'd welcome other suggestions if you have any, because it is looking like I
will be scrubbing the hard drive and re-installing all the software soon!
It's getting desparate.
