cannot set pagefile

Every time I log in I get a message saying that Windows has created a
temporary pagefile as there was a problem with the original. I can't reset it
no matter what I do. I read a knowledge base article that suggested that it
was due to wrong permissions on the root drive, but these are fine - both
system and Administrators have full control as stated in the article.

I tried running a repair install, but that doesn't work either. Any ideas?
