Can't boot to safe mode

Running XP Home SP2, and when I try to boot to safe mode, I see the drivers
for safe mode being loaded, and then my system re-boots, bringing me back to
the Screen that shows the boot choices. My system has no problem booting to
windows normal mode. I have searched the MS Knowledge Base, and and the
archives of many XP news groups to no avail, although this problem has been
asked about quite a few times. No one has ever answered in the groups I have
searched. Can anyone help?

Try booting to xp cd,recovery,press enter key for password,then type:
CHKDSK C: /R When its thru (15-20 min),type:EXIT Let xp start,remove cd.
