- Display Properties Won't Open

For some strange reason, whenever I try to open up my Display Properties
(both by right clicking on my desktop or going to my control panel), it shows
a timer, but after about three seconds, the timer goes away and the display
properties don't open. Can you help me with this problem?

Are you logged into Windows under an account that has Admin Priviledges?
Some of the lower priviledge accounts wont allow you to change any settings.
Also, if there is more than one user on the computer, did an Administrator
install a "User Hive" program that protects users from changing settings?

I must have Admin priveleges on this account because it is the only account I
have on my computer. My family and I all share the account Owner.
