DO NOT HAVE "LOCAL USERS & GROUPS" in System Tools in Computer Man

I do not have the option "Local Users & Groups" under System Tools in
Administrative Tools/Computer Management.

I previously had Windows XP Home Media Edition and had that option. I just
bought a laptop that is running Windows XP Home Edition, which does not have
it.

Is there a way to put "Local Users & Groups" in the list under System Tools?

Use the Local Users and Groups tool to create and manage your local user
accounts and groups. Local Users and Groups is available only in Windows XP
Professional.
