driver irql not less or equal problem

Ok, I'm working off my parent's computer because my HP is refusing to go out
on the 'net. Starting last Sunday, every time I try to go out on AOHell, I
can hear the modem talk to the server but before I get to step 3 (when the
modem goes quiet) either the HP straight up restarts or I get the BSOD
"Driver IRQL not less or equal" and the Tech Stop: 0x000000D1 (0xF9806000,
0x0000000A,0x00000001,0xF8B791FE). In addition, I get Fs_Rec.sys - Address
F9806000 Base F9806000 datestamp 00000000 and HCF_MSFT.sys - Address
F8B791FE base F8B69000, datestamp 3b207858. I haven't yet figured out how to
access the minidump and forgot to write down the BC codes. Two events that
happened between it working and not working which could possibly be
connected, is that we had a monster thunderstorm the night before it quit
working, and I replaced the motherboard battery (using ESD safeguards) which
happens to be right below the phone modem...I cleaned it out, too. This
occurs with any number you attempt to dial up, not just aol.

Anybody got specific ideas? I'll check back tomorrow (well, it'll be
'tomorrow' fpr me, anyway, I work second shift)
