One of my company's DELL PC with Windows XP Home preinstalled boot up today
with a window saying:
Windows Product Activiation
A problem is preventing Windows from accurately checking the license for
this computer. Error code 0X800700C1
After clicking OK, it logs off and shows the user selection screen again. I
was able to enter windows in safe mode by the way.

Already done what you suggested, didn't work.
