- Error Launching Browser

When I click on help (Microsoft On The Web) in Outlook Express 6 nothing
happens, and when I click on "Office On The Web" in Outlook I have a window
come up "Error Launching Browser" it should open a Internet Explorer window.
Can anyone tell me why

"Microsoft On The Web" has 9 sub-menu items. Which one have you tried,
