Hi,
Click start/run, then type msconfig and click ok. On the startup tab,
uncheck the line that loads newdotnet, click apply and ok. Reboot as
directed to see if a) the error still occurs and b) if this has anything to
do with your inability to go on line (it might, but I suspect not).
