error with setups

I get this error when running the setup for google earth normally i would try
to get help from google but this has happened before obviously therror report
was slightly different but can any1 help me out here and tell me what i can
do to fix this problem

Error Code: -5003 : 0x5
Error Information:

nvm, i was reading around and I read someone post to uncheck "read only" in
the properties of "C:\program files\common files" so I did, and it works now

the error also states this..."please make sure you have finished any
previous setup and closed other applications."

PLz help me out, i've had this problem for a year and the problem is with
the installshield.

I'm not sure if you got my post so i'll do it again. I'm having the same
problem with installshield wizard. When i try to install a software i get
this....
