Error: Windows cannot load the locally stored profile

"Windows cannot load the locally stored profile. Possible causes of this
error include insufficient security rights or a corrupt local profile. If
this problem persists, contact your network administrator. DETAIL - The
process cannot access the file because it is being used by another process."

Anyone have any thoughts on this error? What could be the cause and some
solutions? This is happening on XP Professional clients and a file server
running 2003 Server. Its intermittent, sometimes users are able to login
fine and other times they receive the above listed error and have to
restart.

this also happens if the local security log is full. might be
something to check in to.
