"Exception occurred... "shell32.dll"..." problem and Explorer.exe crash

Hi. I'm new here and I am in some dire need of assistance. My (other)
computer has been experiencing some strange problems over the last
couple of days and everything I have tried has not helped at all.

A took a suggestion the other day to lower my hardware acceleration in
order to make a program work better, but ever since I did that there
have been odd issues.

First of all, when I right click anywhere on my desktop, I receive the
old "send, do not send" "application needs to close" message
(Explorer.exe need to close). After Explorer.exe closes, it starts up
again alright, but the same thing occurs any time I right click on my
desktop. When I view the technical details, the file in question is
"MSCVRT.dll"

Second of all, when I go to Control Panel -> Display -> Settings and I
click on the 'Advanced' tab to try to change back my hardware
acceleration, I receive this error message:

An exception occurred while trying to run
"shell32.dll,Control_RunDLL "C:\WINDOWS\System32\DESK.CPL",DISPLAY"

I have tried SFC /SCANNOW but nothing happened when the scan was
completed. I have tried reinstalling my video card drivers. I do not
know what else to do! Please help!!!
