Explorer.exe error on user login

The following error occurs after selecting user from Welcome Screen. Then
only get wallpaper. Can run explorer through Task Manager but creates "Drive
C not Formatted" error box. Other users defined work normally.

That users rights for registry Permissions is probably disabled in some way.

If other Users defined work normally, then your User Account is corrupt.

Create a new User ID Account for yourself using a working User ID or if
none are a Computer Administrator Account, reboot and go into the
Administrator Account from Safe Mode and create a new User ID for yourself
that way.

Do not import and settings, but create anew and use Explore to copy the
User's My Documents folder to a new location in your User ID.

Import, however the Address Book Entries however. You can't simply move
the Address Book. You need to also Import the Emails, too.

First of all Thank you to those who have replied to this post!
Unfortunately, I have tried all suggestions to fix the problem and they have
been unsuccessful. I know I can recreate the user as was also suggested, but
am still hopeful for a fix so I do not need to go through all that work. So,
