- Format button greyed out when trying to format CD or DVD

If I enter a blank CD and try to manually format it, the start button
is greyed out so I can't. I have Nero 6 installed with In CD, but even
"In CD format" has a greyed out start button.
If I left click the disk in Explorer (I thought maybe they are
pre-formatted disks) I get the error "Drive is not accessible" which
shows they are unformatted disks.
But - I can still make music CD's with Nero and True Image can burn
back up CDs. Why would I not be able to format a disk?

You are using CD-RW's right, and not CD-R's???
