I am using Microsoft internet explorer and Internet option for home page is unavailable, and some silly page is set as default

You have some type of spyware/hackware/malware taking over your PC. Get and run:
AD Aware SE
Spybot: Search and Destroy
CWShredder
Microsoft AntiSpyware
from the Internet. Clean off any spyware detected try again. If you still have problems, download and run "Winsockxpfix.exe" uitlity since something has taken over the TCP/IP protocol.

What's the name of that 'silly' homepage? If it points to a bad site, then
read further:
Home page setting changes unexpectedly, or you cannot change your home page
setting:

Run these cleaners listed below:
1. Ad-Aware

3. CWShredder

Update 1 & 2 before running a scan.
Clean-up Windows Startup:

Then, run a full system virus scan with fully updated definitions. Try Trend
Micro's Sysclean package (free), it's capable of eliminating keyloggers,
trojans etc.
