I have germany version of Windows XP Professional. But i want to work
with russian applications too. How can I do it?

Switching the user interface language is only supported through the
Multilingual User Interface Pack (MUI). The MUI is available for
corporate customers only through volume licensing contracts; it's not
available in a consumer retail package.

Microsoft created a special tool for such task - Applocale utility
(better be called AppCodePage really):
