how to clean Temp and Temporary Internet files?

What is the best way to clean up these folders, under Local Settings?

I know there are currently three ways:
Using the Internet Tools Options
Using Disk Cleanup
Manually cleaning up both folders.

What is the best one to use, in order to make sure all is cleaned up?

I second that CCleaner is a great program for cleaning out the junk files.

I looked at the site and the forum - it is scary to see all the post and
problems with the product.
