How do i change folder options to affect all files

ok so i go to control panel and folder options and i want all the folders to
have their icons to look like lists.

i double clicked on folder options in control panel. Then i went to view but
the apply these folder's settings to other folders is greyed out and I can't
click on it.

Open a folder and set it up the way you want. Click on Tools at
the top of the window. Select Folder Options from the menu.
Click on the View tab. You should now be able to hit the "Apply
to all folders" button.
