No "lock desktop items" options are checked.

My icons were all set up but could not be moved. CLicking auroarrange
repositoned them all, but the order cannot be changed, nor can the icons be
reposotioned on my dekstop.

I am the only user with full admin rights.

How do I get icon control back?
