- Internet Explorer information bar no longer appears - just cannot download any activex !!!

Hello
Since someone messed around with some settings on my PC I find that now
whenever you need to eg download Flash or something like that, rather than
the Internet Explorer Information bar appearing, it no longer does so and it
is not possible to download plugins etc and even view some content on web
pages.
In addition, if I want to display Services window get a script error.
(although can eventually view services).
I have re-installed Service Pack 2 and re-installed the Windows script
engine. I also reset all Internet Explorer settings to Default.
Any ideas how to fix this problem?

ActiveX controls may not load as expected in Internet Explorer due to
defense in depth changes introduced in cumulative security update 896688:
