I received a bill from my Internet Service Provider for service from Jan. 22
through Feb. 21, 2006. Is it customary to charge for service ahead of time?

Who is your ISP. You can probably contact them on-line or by
their 800 number - and ASK!

It is common for many to charge for service before you use it, same as your
phone service.

That prevents people from using the service and not paying for it.

I guess that times have changed. One of the first lessons taught to me was
to pay for something AFTER I had it in hand (or used it, if it was a
service).

I did. But of course the service rep. said the charging in advance was a
common practice.
