Locked out of Add or Remove Programs

I have been somehow locked out of the uninstall section of control panel. I
am administrator on my computer, but when I go to uninstall, It says

Add or remove programs has been restricted. Please check with your
administrator.

Does anyone know how I can get back into this? Everything else is working
fine.

I went in and most everything is enabled, but I see nothing that deals with
Add or remove programs has been restricted. I did enable a couple of things
but it made no chage, it still says I am restricted.

Antivirus and anti-spyware apps all up to date and have been run recently?

You can do a little research yourself here...

No, tried the Google approach, nothing helped there. Found others though
with the same problem, but never a resoloution.
I guess I will need to re-install.

HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Policies\Uninstall

In the right-pane, delete the "NoAddRemovePrograms" value.

Well, I figured there was something in regedit, but it didnt help.

Yes, I am able to get into everything else and they work fine. It is only in
Add or Remove programs that I am having difficulties getting to run.

The value may exist under HKEY_LOCAL_MACHINE registry hive as well. Check
here:

Yeah! Tough one, Randy. Is your system in a domain and Group Policies
enforced? If not, please double-check the "Uninstall" key in both the hives
(HKCU and HKLM) after rebooting once. I'll also try to determine the other
possibilities in the mean time.

FYI, to open Add/Remove Programs directly from Start/Run, type in Appwiz.cpl

OK, this one threw me, how do I know if I am in a domain & Group policies
enforced?

I am on a network and have talked to our tech guy. He is not sure what to
do either.
