Hi
Try Ctrl-Alt-Del twice at the Welcome Screen.

Hi
Reading your message again - you don't need to logon to the Administrator
Account, but can use an account that has Administrative permissions to use
gpedit.msc.

The users you already have, one of them is surely an Administrator. If you
still want then use Will Denny procedure.
