how do I stop my computer time from jumping back 13 minutes after every time

Are you on a corporate network using active directory? All workstations time
sync to a server on the network to make sure everyone on the network has the
same time. Some active directory functions are sensitive to time variations
between computers. The network time server may have the wrong time. If the
computer is a stand alone then it may be set up to sync to an Internet time
server which may be wrong.

A bit more.....
My son's computer clock set's correctly from the BIOS Set-up screen but
incorrectly from the Control panel clock set-up or from an automatic atomic
clock program.
