- New window in background, not foreground

Whenever I go to Control Panel and try to open any of the programs there, the
window opens up but I can't see it unless I minimize Control Panel. Once I
do that, I can see the window and do whatever I need to do. Not really a big
problem but I don't like not knowing how to solve it anyway. Any help
appreciated!!

opens behind the Control Panel window instead of on top of it. Better???
