hi im charles an i have a windows xp professional and im tring to sync my
phone to my computer and on the bottom right corner it says usb devise not
recognized i click on the bubble and then it says
THE FOLLOWING
No drivers are installed for this device.

You do not say what phone you are trying to sync to your PC.
You may have to get drivers from that phone's manufacturer, or your wireless
provider. (I am assuming your are talking about a wireless phone.)
A phone is not a standard USB drive, for which Windows would have drivers.
Also, take a look at your keyboard. There is a "shift" key that will let
you use capital letters for the pronoun "I" when referring to your self..

I 'm using a samsung blackjack 2 from att i had my phone working with my
previous computer it was windows xp basic

You must have installed the drivers for it in your previous computer.
Do a Google Search using "support Samsung blackjack 2 " and you will find a
site to download the drivers.
I found them on the first try.
By the way, there was no "Windows XP Basic".
Basic is a version of Windows Vista, XP came in either Home Edition or Pro
versions.
