ONLY able to boot into safe mode?

I am not even prompted to boot into Windows normally. After the Windows
splash screen it automatically goes straight to safe mode. What could be
causing this?

My first guess would be a boot.ini that was set to boot into safe mode next.
Boot, start, run, type "msconfig" without the quotes, boot.ini tab, untick
safe mode if it's selected. Perhaps you'd set the time-out to 0 seconds and
then used the boot.ini /safeboot switch?
