- Outlook 2003 mystery.....

I thought all the data, including the EMAIL ACCOUNTS and RULES were stored
in the PST file....
however I saved it and after formating and reinstall of outlook 2003
I placed the PST file in the correct place,
and I get all of the emails and address book etc...
but NOT the email accounts and the rules!
How can that be??
