PC hangs after logon screen

My PC has, just for a laugh, decided that it no longer wants to boot-up
normally into Windows. This has started to happen since I had two abortive
attempts to get two different USB video capture devices to work (which
didn't). So, safe mode is the only way to get into my machine.

Basically, I enter my password on the logon screen, my desktop will show and
it will just hang, and has to be turned off.

I've uninstalled the software that started the problems, run Regseeker a
couple of times, tried system restore (but that fails - it just says
restoration failed for whatever point I try), all to no avail, and I am at a
loss as to what to do next.

Ultimately, it may require a re-install - or even worse, a re-format and
re-install, but is there anything I can try before going down that route?
