I'm currently having the same problem. I've norrowed it down to the hard
drive being operable and working with another PC. I've checked my data cable
and it's working as well. Could it be my motherboard? If the problem is the
IDE controller, is it repairable?

The IDE controller is only 'repairable' if you purchase a new motherboard.
Alternatively you can use something like the Promise IDE card from Maxtor
which 'replaces' the controller and let's you run more IDE devices.
