Right click menu disappears on Start - Programs

I am running Windows XP Service Pack 2. When clicking Start - Programs
and then right clicking on any item in the list the right click menu
flashes and then disappears. I never have time to select anything in
the list. Has anyone seen this behavior before? Any ideas on how to
resolve it? I have googled extensively and haven't been able to find
anything relevant. This has happened since I have owned this computer.
