System Clock

I would like the clock to display on the traybar. However, I would like to
limit the users so that they can NOT change the date/time. This mean I need
to stop them from getting to the clock properties via the taskbar or command
promt.

If you are using XP Pro then you can do this but I am unsure for XP Home.

Control Panel > Administration Tools > Local Security Policy > Security
Settings > Local Policies > User Rights Assignment > Locate "Change the
system time"

Here you can assign user(s) or groups that are allowed to changed the system
time. So if you select only the group "Administrators" then only users with
Administration privileges can change the system time.
