My PC shuts down fine except for occasionally (usually when my PC has been
on for an extended period of time, i.e. 24 hours).

What happens is it logs off, shuts down then the light blue screen comes up
(mouse still moves). Then about 5 seconds later the mouse is frozen and
nothing happens. The computer is meant to switch itself off but it doesn't.

The same thing happens when I try reboot, instead of booting back up, it
hangs at the light blue screen with mouse pointer frozen

I also tried reformatting but the problem still occurs

Are you closing running programmes before Shutting Down?
