%Temp% files vs. temporary internet files in Internet Options

When I go to Internet Options and delete (including offline files)
temporary internet files, I then go to Start > run and type in %temp%
and find all these other files with the path
C:\DOCUME~1\John\LOCALS~1\Temp

What are these files and can they be deleted safely? Is there a reason
to delete them?

They are after all temporary. XP will not allow you to delete a file that
is in use regardless of which folder contains it.

They are other temp files, created by win & various apps. They can also be
removed via Disk Cleanup
