Window Installer 'Hangs'

oWhen I try to acess my Paint Shop Pro X program the Window Installer appears
and says 'Preparing to Install' and it just hangs there. I tried unistalling
Paint Shop Pro X so I could do a reinstall, but I can't unistall it, I also
did a repair with the CD but it wouldn't allow that either. After some time I
get the message: "This patch package could not be opened. Verify that the
patch package exists and that you can access it, or contact the application
vendor to verify that this is a valid Windows Installer patch package."
I don't know what the message means and I need help to make my Window
Installer work correctly again and Paint Shop Pro X work correctly again.
