OH is on the XP CD in Support Tools
Open a folder type
oh +kst
oh +otl
then reboot and type
oh /t file "\folderpath from root"
eg
oh /t file "Documents and Settings\David Candy\My Documents\Fiddler"
OH needs a folder path if there is no extension as it is stupid. In NT there is no such thing as drive letters so omit.
Programs open a folder as a file, pass the opened file handle to a function. Windows notifies the program when something happens. This is looking to see if another program (apart from Explorer) also has opened the folder and is interferring.
