No, not unless there is a compelling reason.

Not unless you've done a very poor job of maintaining it, or have
installed all sorts of malware.

No. When properly maintained, even a Win3.x or Win9x installation
would last for years. And WinXP is a far better OS.

Some people have never reinstalled any of their operating systems going as
far back as Windows 3.0. Others do a yearly "clean up" ritual and format
and reinstall Windows. A fresh, clean installation of Windows ensures your
operating system is 100% hunky-dory.
